Public Statement of Grant of Cable Television License Renewal

PUBLIC STATEMENT OF GRANT OF CABLE TELEVISION LICENSE RENEWAL

The Board of Selectmen of the Town of Mashpee hereby issues the within public statement pursuant to 207 CMR 3:06 (1) reporting that by vote of the Board at a duly convened public meeting on March 21, 2022, the Board voted to grant a Renewal of a Cable Television License to Comcast Cable Communications Management, LLC (“Comcast”) with a renewal term of August 22, 2021 through August 21, 2031. Said renewal is now pending execution of the Renewal License Agreement by Comcast.

Upon review of Comcast’s License Renewal Proposal and subsequent negotiation of the terms of a Renewal License Agreement with Comcast, the Board determined that the cable television interests of the community would be best served by renewal of the License, that the financial terms thereof were appropriate to meet Mashpee’s anticipated capital infrastructure needs, and that Comcast has substantially complied with provisions set forth in 47 U.S.C. § 546(c)(1)(A) through (D) as follows:

(a) Comcast has substantially complied with the material terms of the existing franchise and with applicable law;

(b) The quality of Comcast’s service, including signal quality, response to consumer complaints, and billing practices, but without regard to the mix or quality of cable services or other services provided over the system, has been reasonable in light of community needs;

(c) Comcast has the financial, legal, and technical ability to provide the services, facilities, and equipment as set forth in its proposal; and

(d) Comcast’s proposal is reasonable to meet the future cable-related community needs and interests, taking into account the cost of meeting such needs and interests.
